A SAP evaluation isn’t a test you pass or fail. It’s a clinical conversation with an independent professional whose job is to determine what you need to safely return to work. FindaSAP.com is a directory that drivers and other safety-sensitive employees use to connect with Substance Abuse Professionals through a nationwide directory.
Current DOT regulations allow SAP evaluations to be conducted remotely using real-time audio and video, consistent with 49 CFR § 40.281 as amended by the May 2023 final rule (88 FR 27596). All providers in the FindaSAP.com directory offer virtual evaluations. Monday through Sunday, during business hours, and evenings and weekend appointments are available, depending on the provider.
Every provider in the directory is credential-verified and qualified to conduct the return-to-duty process.

The clinical content of the evaluation is handled under the rules that apply to your SAP’s profession and the requirements of 49 CFR Part 40.
One of the most common mistakes employees make is downplaying their history because they think it will look better. SAPs build recommendations around the full picture, and gaps in the story tend to show up later, which can create delays or extra steps.
Employees who are straight with their SAP from the start tend to get recommendations that match their situation, which often makes the rest of the Return-to-Duty process easier to move through.

Before the Evaluation:
Your SAP will go over your history, talk through the violation, conduct a clinical assessment, and write up a recommendation. The initial evaluation function is described in 49 CFR § 40.293, and the report requirements are in § 40.311.
Any education or treatment recommended by your SAP is provided by independent program providers and billed separately by those providers. Program costs and timelines vary.
Every day spent waiting is another day you may be unable to work. Under the November 2024 CDL downgrade rule, dragging this out can also put your license itself at risk. Exact procedures vary by state.
Complete the Find a SAP pre-assessment questionnaire online and get connected with a qualified SAP through the directory. Virtual evaluation availability and scheduling depend on the provider.
Initial evaluations generally run around 60 to 90 minutes, though actual length depends on the situation. The follow-up evaluation, scheduled after you complete any recommended education or treatment, is usually shorter.
Yes. SAPs operate under the confidentiality and reporting rules described in 49 CFR Part 40. Your compliance status is reported to your employer and to the Clearinghouse where applicable. The clinical content of the evaluation itself is handled under those rules. Your SAP can walk you through what is and isn’t reported in your specific case.
The SAP’s clinical determination is binding for the Return-to-Duty process. If you have concerns, talk to the SAP about them directly during the evaluation. You can’t shop for a different recommendation by starting over with a new SAP after one has already issued a determination.
Yes. Under 49 CFR § 40.281, as amended in May 2023, SAPs can conduct evaluations using real-time audio and video. The clinical process and the documentation requirements are the same as an in-person evaluation.
